Europe experienced widespread relief on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are conducted: positive announcements are released from different nations. Significant resources is expended on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capacity afforded by current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming aerial threats flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems activated: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The brief panic quickly becomes resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a aerial vehicle close by, part of a defensive team – probably imported technology. Sadly, the bullets missed the hostile drone – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that neighboring countries are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The detailed framework from American leadership sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This cycle will, no doubt, continue.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does minimal to discourage Russia, through words or deeds, from believing that the status quo will not evolve additionally in its benefit in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.
Existing Situation
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their objective will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
